PRESS RELEASE ON THE RIVERS STATE GOVERNMENT OWNED BOMBARDIER BD 700 GLOBAL EXPRESS JET


The Rivers State Government has noticed with dismay a series of statements attributed to officials of different agencies in the aviation sector on the status of the aircraft belonging to the Rivers State Government, a Bombardier BD 700 Global Express jet.
It is pertinent to note that all of the information and queries about this aircraft have only been through the mass media. The Rivers State Government has not received any communication from the Ministry of Aviation or any of its agencies querying the status of its aircraft even up till this moment.
The Rivers State Government is surprised to read about matters of administrative procedure and allegations of illegality and abuse of process in the media.
The Rivers state government wishes to note that this press conference and the various issues raised arose only after the embarrassing incident of a delay of the aircraft and its passengers at Akure on Friday, April 26, 2013
The Rivers State Government wishes to note also that the issues raised in this press briefing will be the third reason adduced for the delay of the Rivers State Government’s aircraft in Akure.
However, for purposes of clarification and in keeping with its policy of rendering “transparent and accountable stewardship” to Rivers people, we would wish to state the following for the avoidance of doubt:
1) Aircraft N 566 RS arrived Nigeria and has been operating since October 2012.
2) It was bought by Rivers State Government and registered as a US Aircraft in the first instance, to preserve value and provide ease of operation and sourcing of available pilots.
3) To qualify for N registration, operator must be a US citizen hence RVSG entered into a trust with Bank of Utah Inc, a bank that specialises in Aircraft trust.
4) The relationship between the state government and Bank of Utah is that of a trustor and trustee. All N registered Aircrafts enjoy the privileges of a US citizen,
5) Trust agreement for the purpose of N registration is common in the aviation industry.
6) It is important to state that there are other aircraft owners in Nigeria with N registered aircraft. This practice is because of the ease of movement that N registered aircraft are privileged to enjoy. We do not therefore understand why Rivers State Government has been singled out.
7) The clearance referred to was PH- Accra- PH and not Accra PH Accra as stated.
8) Aircraft was being operated through a local operator, Caverton Helicopters, pending approval of importation licence by Minister of Aviation.
9) Request for this license was filed by the operator on behalf of the Rivers State government and this was expressly stated in the request filed on August 27, 2012 and received in the Minister’s office on September 4,2012.
10) The Rivers State government is a responsible sub national and guardian of the resources of its people. It will at all times and in all circumstances act within the confines of the laws of the Federal Republic of Nigeria.

EFCC Arrests Ifeanyi Ubah Over Fuel Subsidy Scam

The Economic and Financial Crimes Commission (EFCC) has arrested the managing director of Capital Oil and Gas Industries Limited, Mr Ifeanyi Ubah.
Sources at the agency told Saharareporters that Mr. Ubah was arrested by a team of operatives at his Maitama home in Abuja.
A detective at the agency revealed that Mr. Ubah had ignored earlier invitations to the EFCC to voluntarily submit to interrogations regarding his role in the  multi-billion dollar oil subsidy scam.  Ubah is currently undergoing interrogation at the Abuja offices of the EFCC.
So far the EFCC has arraigned some 40 persons in connection with the scam.


Dino Melaye Sues Ex-Kogi Governor Ibrahim Idris, Alleges N57b Loot of State Fund

Former Nigerian lawmaker, Dino Melaye, has sued ex-Governor Ibrahim Idris of Kogi State over alleged corruption, looting and massive misappropriation of state funds. The former lawmaker accuses Mr. Idris of squandering N57 billion of the state’s fund during an eight-month period that the Supreme Court decided that the governor overstayed in office.
Mr. Melaye, who heads an anti-corruption network, wants Mr. Ibrahim Idris declared guilty of looting the funds spent by his administration within a period that the Supreme Court declared the administration illegal. The court ruling was handed down last year.
Mr. Melaye’s lawsuit commenced yesterday in a Lokoja High Court, with I. Akubo appearing as the former governor’s defense lawyer.
Mr. Idris was removed from office alongside four other governors last year after a ruling by the Supreme Court held that they were enjoying an illegally extended tenure. The other governors affected by the ruling were Murtala Nyako of Adamawa State, Timipre Sylva of Bayelsa, Aliyu Wamakko of Sokoto and Liyel Imoke of Cross River State. All five governors removed by the Supreme Court judgment belonged to the the Peoples Democratic Party (PDP)
Mr. Melaye’s suit was adjourned to May 15, 2013.
Meanwhile, several sources in Kogi State told Saharareporters that Mr. Melaye, a former member of the House of Representatives, is planning to run for the governorship of the state. An associate of former Governor Idris told our correspondent that Mr. Melaye’s lawsuit was an effort by the ex-lawmaker to prop up his political credentials. “He’s just trying to use this lawsuit to announce that he has arrived,” said the critic.

Court Grants Application of African People’s Congress (APC) Restraining INEC

A Federal High Court sitting in Abuja has endorsed the application of the African People’s Congress (APC) to proceed with hearing on its suit seeking judicial review of the rejection by the Independent National Electoral Commission (INEC), of its application for registration as a political party.
Justice Gabriel Kolawole of the Federal High Court, about an hour ago, ruled on the application of the African People’s Congress for the Court to hear and adjudicate on the action filed by APC in suit number FHC/ABJ/CS/224/2013.
While moving to upturn the decision of INEC against the APC registration, this ruling also paves way for a full blown legal battle over the APC name and acronym, as the African People’s Congress had also asked the court to restrain INEC from entertaining any application by any group or person seeking registration of any political party bearing the name or acronym of the African People’s Congress (APC), until the subsisting suit is determined by the court.
The leadership of the APC however views today's ruling as commendable and a vital achievement in the process of restoring the bid of the African People's Congress (APC) to be registered as a political party.
The court action instituted by the APC is on the strength of the provisions of Section 79 of the Electoral Act which empowers any association denied registration as a political party by INEC to seek judicial review within 30 days of being notified by INEC.
Also vying for registration is the All Progressives Congress (APC), a merger of several prominent political parties.

NUC wants committee on private varsities not to compromise standards
The National Universities Commission (NUC), urged the Standing Committee on Private Universities (SCOPU) not to compromise standards in the discharge of its duties.
The NUC Executive Secretary, Prof. Julius Okojie, made the call in Abuja at the inauguration of a six-man Standing Committee on SCOPU.
Okojie advised the committee to critically assess and scrutinise all applications for the establishment of private universities from intending individuals or organisations to ensure that standards were met.
Represented by Akinbode Agbaoye, the Deputy Executive Secretary of the NUC, Okojie said the committee should be thorough and effective in the discharge of its duties.
The NUC boss expressed displeasure at some licenced private universities which, he said, were not living up to their expectations, with some of them not able to pay their staff salaries.
Okojie said that some had deliberately violated the laws of the NUC, which led to the suspension of their operational licences.
He added that although the suspended licences were restored after a forensic audit was carried out, the whole process was not without challenges on both students and parents.
According to him, some proprietors have a wrong notion that once a university is established, it must yield profit.
``But I must say that every first 10 years of any university is very challenging, as the promoters will be required to subsidies the cost of running the institution until such a time when it has stabilised.
``Any proprietor nursing the idea of establishing a university must be adequately prepared to provide funding and other critical facilities to be able to produce quality and globally competitive graduates.’’
Okojie tasked the committee to live above board by being firm and resisting undue pressure.
He reminded the committee on the importance of SCOPU to the NUC, considering its quality assurance mandate and the overall improvement of Nigerian University System (NUS).
The NUC boss also warned that standards and quality must not be compromised, irrespective of the social status of those involved.
Okojie observed that most universities wanted NUC staff to assist them in preparing their documents, such as the Academic Brief, Physical Master Plan and University Law.
He urged members of the committee to redouble their efforts in the discharge of their duties, as a lot was expected of them by the public.
The executive secretary said one of the terms of reference of the committee was to consider applications received by the NUC from individuals and organisations wishing to establish private universities.
The committee is also expected to assess applications received in accordance with the guidelines for the establishment of degree-awarding institutions in Nigeria.
The committee is to prepare a report of its assessment of each application to the relevant management committee for recommendation to the NUC Board and the Federal Government for consideration and for appropriate decision.
Responding on behalf of members, the Chairman, Prof. Akaneren Essien, commended the NUC for the opportunity given them to serve.
Essien appealed for support to enable the committee to discharge its duties effectively.
Members of the committee are Prof. Akaneren Essien as Chairman, while Abdullahi Hamza will serve as Secretary.
Others members are Dr Modupe Adeniran, Dr Joshua Atah, Faruk Lawal Pascal Eruaga,  Hadiza Abdulrahman, John Abah and Mustapha Rasheed.

The Director General, National Orientation Agency (NOA), Mike Omeri, said the National Identity Management System (NIMS) would streamline activities of all agencies that required data collection.
Omeri said this during a courtesy visit to the Director General of the National Identity Management Commission (NIMC), Chris Onyemenam, in Abuja.
A statement signed by NIMC Director, Corporate Communications, Anthony Okwudiafor, said Omeri was at the commission to assess the progress of work on the identity management project.
Omeri urged NIMC’s director general to remain focused on meeting the time table set for delivering on the project.
“What you are doing will no doubt eliminate and streamline the activities of all agencies that require data collection.
``Those who kick against what you are doing are ignorant of the importance of identity management in a nation’s building and national security’’.
According to Omeri, Nigerians need to be fully aware of the National Identity Management System (NIMS), its importance and benefits to the government.
This he said would make the citizens demand for their right and other basic social amenities as provided by government.
He said that NOA was ready to collaborate with the commission to explore avenues that would encourage Nigerians to embrace the project through enrolments into the National Identification Number.
``The National Identity Management System (NIMS) is the best thing that will happen to Nigeria in these critical times of security challenges.
``It will help the Federal Government to tackle insecurity and social vices in the country.’’
Omeri said NOA was currently working with the U.S. Contact Centre and other agencies in the country to develop a central data system.
He expressed the hope that NIMC's mandate to harmonise existing databases in the country would be the connecting point to publicise government policies, programmes and activities both within and outside the country.
The NIMC director general while receiving Omeri expressed the commission’s willingness to partner NOA in reaching out to Nigerians to enroll into the project.
Onyemenam said the current NIMC database had the capacity to store information on more than three hundred million people.
``There are new hard ware coming up on daily basis and the commission is regularly updating the technology in compliance with ICOA and other international standards.
``The ability to make reference to the database upon which the card was issued is the way out,’’ he said.
He said that the commission had been working on the identity infrastructure, adding that it commenced enrolment through a pilot scheme on Feb. 23.

The Eaglets were beaten 4-5 on penalties by the Baby Elephants of Ivory Coast in the final of the 2013 Africa Under-17 Championship in Marrakech, Morocco on Saturday after the pulsating encounter ended 1-1.
Garba said his charges failed to live up to expectation when it mattered most.
“Frankly, whatever happened we should still be thankful to God since we didn’t bargain for this,” Garba said.
“We wanted to go back to Nigeria with the cup and gold medal and we created many chances and if we had taken them today (Saturday) the story would have been different.
“We’re going to fortify the team despite the fact that some of these players secured us the ticket to the World Cup and we’re going to look for quality replacements before going for the World Cup in the United Arab Emirates (UAE),” he said.

NCC orders MTN to collapse rates

TELECOMMUNICATIONS regulator, the Nigerian Communications Commission, has ordered MTN Nigeria to collapse the rates for its on-net and off-net voice services, which it said has a 300 per cent differential with effect from tomorrow, May 1.
The NCC, in a report titled, ‘Determination of dominance in selected communications markets in Nigeria,” signed by Mr. Eugene Juwah, Executive Vice Chairman, NCC, said it plans to make a determination of pricing principle to address the rates charged for on-net and off-net voice calls for all other operators, to manage dominance in the market.
The NCC also disclosed that competition in the Nigerian mobile voice market is not highly competitive, and using what it called the HHI, said MTN with 44 percent of the market share has emerged the dominant operator in the mobile voice segment.
According to Juwah, an industry review showed phone calls between MTN customers cost three times lower than calls to other networks, indicative of the likely establishment of a calling club for MTN subscribers.
Juwah said, “As a result of the determination outlined above, the Commission has resolved to immediately enforce and implement accounting separation on the dominant operator; ensure that the differential between the on-net and off-net retail tariffs will immediately collapsed, while the tariff for on-net and off-net will be the same and subject to periodic review.
“The Commission may require the dominant operator to submit details on specific aspects of its operations from time as the need arises.”
Continuing, in the wholesale Leased Lines and Transmission Capacity market, which are in the upstream segment of the telecoms market, the NCC said the dominant operators, MTN and Glo jointly control 62 per cent of the market, and they shall be required to adhere to the following obligations as the Commission will come up with a price cap for wholesale services and price floor for retail services, and subject to periodic review.
“The Commission will immediately enforce and implement account separation on the joint dominant operators.
“The commission may require any of the joint dominant operators to submit details on specific aspects of its operations from time to time as the need arises.
“The determination shall take effect from 1st May 2013 and remain valid and binding on Licenses for the services specified in relevant market segments of the section, until further reviewed by the Commission.”
NCC said there are about 113 million mobile phone subscribers at the end of 2012, with MTN Nigeria leading with 47 million lines.
Globacom followed with 24 million users, Bharti Airtel had 23 million customers while Etisalat, had 14 million.

ASUU begins strike in Uniabuja

Gwagwalada (FCT) – The University of Abuja chapter of Academic Staff Union of Universities (ASUU) started a two-week warning strike on Monday over the failure of government to implement a visitation panel report.
Dr Clement Chup, the Chairman, University of Abuja branch of ASUU, who disclose this at a press conference, said Federal Government’s delay in implementing the white paper was not in the interest of the university.
He said the union’s resolution to embark on a two-week warning strike followed government’s failure to listen to the university’s longstanding complaints over governance crisis at institution.
According to him, the specific element of the crisis is the continuing delay in the implementation of the recommendations of the report of the 2012 Presidential Visitation Panel.
Chup said the implementation of the report would no doubt commence the needed cleansing and rebuilding that would bring lasting solution to the crisis in the university.
“In view of the deliberate delay of Government to commence implementation of the Dr T. C. Osanakpo Report, eight months after submission, ASUU, University of Abuja chapter, has no option but to embark on a two-week warning strike.
“The Special Visitation Panel has carefully and painfully after eight weeks of work come up with a report that left no one in doubt of the near collapse of the system.
“We understand that a staggering amount of almost N400million of tax payers’ money was expended on the panel and that the panel submitted its report to government on Sept. 21, 2012,” he said.
In his reaction, Dr Mohammed Damagum, the Chairman, ASUU Integrity Group, University of Abuja, condemned the warning strike, saying members of his group should ignore the action.
He said the call for the strike was unscrupulous, unpatriotic, maliciously calculated and ill-conceived to destabilise the hard-earned peace in the university.
The group chairman called for support for the newly constituted university governing council, adding that the strike was not in the interest on the university. (NAN)

Delta orders evacuation of residents from flood plains

Asaba — DELTA State Government says it had learnt lessons from last year’s nation-wide flooding that affected the state and has therefore, ordered persons living directly within the flood plains along the coastal regions to vacate immediately, following predictions by the relevant agencies, of another massive flooding this year.
Speaking with Vanguard in Asaba, yesterday, state Commissioner, Bureau for Special Duties, Dr. Tony Nwaka, outlined the pro-active measures put in place to checkmate another flooding this year, noting  that the state was fully prepared as it would not be taken unawares by another massive flooding.
He said: “We are saying that those who are directly on flood plains shouldn’t be living there at all. They should move permanently from there. Buildings are not authorised to be constructed there. For their safety,  they shouldn’t be there in their interest. “
In a related development, the state governor, Dr. Emmanuel Uduaghan,  during a recent interactive session, shed light on how far the state had managed the N500 million released to the state from the Federal Government over last year’s flooding.
He said: “We are very careful talking about the N500 million because people will hold us accountable for the handling of that money.  We set  up a committee headed by Justice Tabai, a retired Supreme Court judge, specifically to manage that N500 million. They (Committee) have put out their initial premium request of N262 million out of the N500 million.
“They are already going round various communities, trying to deal with issues of agriculture and resettlement. So the balance is still there. When they finish and give account of what they had done,  we will give them the balance.”

Ghanaian urinates in court over N550, 000 theft charge

Lagos – A Ghanaian, who was charged with theft of motorcycle spare parts valued N550,000, on Monday urinated in court when a two-count of offence of conspiracy and stealing was read to him.
Mohammed Daniel, 34, whose address is unknown, sells pastries (puff-puff).
The edgy accused urinated on the floor of the Ebute Meta Magistrates’ Court as he was docked.
Daniel immediately pleaded guilty to the charges.
Earlier, the prosecutor, Cpl. Iyobosa Onaiwu said the offences were committed on March 25 at 12.15 p.m. at No. 23, Coate St., Ebute Meta.
She said the accused went into the shop of one Mr Silva Chinemadu and stole the spare parts.
Onaiwu noted that the offences contravened Section 285 and 409 of the Criminal Law of Lagos State 2011.
The accused may be sentenced to three years imprisonment, if convicted, under Section 285, while conspiracy attracts a two-year jail term.
The Magistrate, Mr F. J. Adefioye, adjourned the case to May 6 for fact and sentence. (NAN)

School Administrator Decries Falling Standard Of Education ….Calls FG, State Government To Rescue The Situation

WARRI: Mrs. Jane Umunadi, a school administrator has decried the falling standard of education in the country, regretting that so many graduates being churned out from our tertiary institutions cannot defend themselves in their chosen field.
Umunadi who spoke with Urhobotoday at the Nigeria Union of Journalists NUJ, Warri Correspondents Chapel Press Centre, recently emphasized that with the right motivation and adequate facilities, Nigerian education would bounce back to life. 

Umunadi lamented the situation in schools where even those who are engaged to impact knowledge into the students find it difficult to express themselves let alone impacting knowlede on the students.
According to her, the future of Nigeria may be bleak if nothing is done towards rescuing the already degenerating educational standard in the country. She disclosed that most states in the country are not interested in what is happening to the education sector.
She blamed the agencies saddled with the responsibility of overseeing the sector for the falling standard, saying that most of them don’t give the desired and attention and motivation to teachers who have direct contact with the students.


Attempts to clip Govs’ Forum’s wings will fail – Aliyu

aliyu-babangidaNIGER State governor, Dr Mu’azu Babangida Aliyu, has said the Nigeria Governors’ Forum (NGF) is not a union, but an association duly registered by the Corporate Affairs Commission (CAC), adding that anybody who thinks he can clip the wings of any governor in the country is wasting his time.
He stated this on Monday, while playing host to the state secretaries of the Peoples Democratic Party (PDP) in the northern states, who paid him a visit at the Government House, Minna.
“People should stop wasting their time in trying to clip the wings of the governors, because we know what happened during our party’s congress and all we had to do was to produce the leadership of the party at the national level,” he said.
Aliyu, who is also the chairman, Northern States Governors Forum, blamed t he crisis ongoing in the PDP on the desire to clip the wings of the state governors, stressing that nobody could do that.
He said as the 2015 general election is around the corner, “anyone trying to clip the wings of any governor may end up clipping his own wings.”
He said at the forum, “we do not discuss politics or who becomes what like the president or the vice president or what have you. Whatever anybody becomes is the work of God, people use some of those
statements to cause problems.”liyu said instead of working for the destruction of the forum, Nigerians should support it to put it in position of serving the people better.
In the same vein, the Delta State governor, Dr Emmanuel Uduaghan, has said governors congregating under the aegis of the NGF engaged in more other activities beneficial to the people than politics.
Speaking against the backdrop of public criticisms that governors used the NGF platform to play politics, he said the NGF was quietly fashioning out socio-economic policies and programme that was impacting positively on the states and the people.
Uduaghan, who stated this at the inaugural meeting of the State Peer Review Mechanism (SPRM) of the NGF in Asaba, on Monday, stressed that the public tended to see only the political side of the NGF.
“The Nigeria Governors’ Forum is more than just politics. It may be constituted by political individuals but the duties being executed goes beyond political matters, as the forum carries out other activities beyond politics like this SPRM issue,” he said.

Amaechi: Soyinka, ACN slam FG, Judiciary

soyinka acnNOBEL Laureate, Professor Wole Soyinka, has appealed to politicians in government to be wary of manipulating the justice system in order not to reduce society to anarchy.
Professor Soyinka who was responding to questions from journalists in Port Harcourt on Monday while attending the Garden City Literary Festival, the edition which is part of countdown to Port Harcourt’s year as the 2014 World Book Capital expressed sadness at the political development in the state.
“I think that the judiciary right now while it is trying to reform itself, recognizes the fact that there are still some dark areas and I think it is the effect of the dark areas that seems to be creating a crisis in Rivers State right now…. I am just alarmed. I am alarmed that a situation exists at all where it strikes me, it appears to me that the judiciary is being manipulated. That is the impression which I had and that is an alarm which should be sounded in every corner of the nation”, Prof. Soyinka said.
Soyinka also lashed out at pettiness in governance at any level, saying that it is not appropriate for any government in a democratic situation to pay attention to small and unimportant issues rather than the serious matters.
He said: “Witch-hunting is a very heavy word. Let me just say this generally that I hate evidence of pettiness in governance. I think pettiness at any level is unbecoming of any democratic situation. That is all I want to say about that. I see that I cannot escape all what is going on. I have also put some questions myself, I mean, obviously, I am a citizen of this nation, so I am affected personally by what is happening at the opposite end of the nation.
“Those who feel that any kind of transgression of the collective rights of groups will not affect, will not have a kind of ripple effect which will affect other parts of the nation must be living in a cloud… and so I am concerned, and I will be quite frank with you.
“I am very much concerned about the imbroglio in which the state (Rivers State) appears to be involved at the moment and my main comment is for heaven’s sake, whatever happens internally between parties and so on, please don’t debase and don’t manipulate the judiciary. That is my appeal to governance at all levels. Please do not manipulate the judiciary because when you do you have chaos, you have total anarchy, you reduce the nation to a space of complete breakdown of law and order which is what this nation had better avoid,” he said.
ACN condemns FG
The Action Congress of Nigeria (ACN) has described the grounding of the Rivers State Government’s private aircraft by the aviation regulatory body, Nigerian Civil Aviation Authority (NCAA) as a glaring case of political witch-hunt, despite the tepid denial of all concerned.
In a statement issued in Lagos on Monday by its National Publicity Secretary, Alhaji Lai Mohammed, the party said the action also amounted to gross abuse of national institutions and a pointer to what laid ahead for all perceived enemies of the President Goodluck Jonathan-led administration.
It said the worst part of the whole issue was the fact that a body like NCAA, which was supposed to carry out its all-important duties without political interference, but in accordance with stipulated global standards, had now become a tool in the hands of vindictive politicians.
“First, the plane was ostensibly grounded in Akure because the pilot did not declare the flight’s manifest to the appropriate authorities. Then it was said that the plane’s clearance certificate has expired, hence it was banned from flying in the Nigerian airspace. How low can a government sink just to get at a perceived enemy?
“The questions that arise, therefore, are: Has the clearance certificate for the plane really expired? When did it expire? Was this communicated to the Rivers State Government before the plane was grounded? If so, when, and if not, why not? In any case, would the NCAA have acted with so much alacrity if the plane had belonged to a State whose Governor has no political differences with President Jonathan?
“While the NCAA must be free to carry out its regulatory duties without hindrance, it must be careful not to be seen to be acting on the orders of politicians. If this is the new modus operandi of the NCAA, then the nation is in trouble, and must be ready to see the reversal of the positive strides recorded in the aviation sector in the past few years,’’ the party warned.
Rivers PDP issues ultimatum to Amaechi
The Rivers State branch of Peoples Democratic Party (PDP) has given the state governor, Chibuike Rotimi Amaechi, a 48-hour ultimatum to explain the status of the state owned aircraft, which had been grounded by an aviation agency to the people of the state.
He said the party’s decision to suspend the legislators was based on their failure to heed the party’s advice that they rescind the House’s verdict, which suspended the chairman and councillors of Obio/Akpor local government council last week.
On its decision to issue an ultimatum to the governor, Obuah said the controversy generated on the ownership and its operation had brought embarrassment on the party, adding that facts had revealed that the aircraft is owned by a bank in the United States of America, which raised issues of fraud in its purchase claims.
“The party therefore views with grave concern the unfolding facts surrounding the ownership of the purported aircraft and will not fold its hands and allow monumental fraud to be perpetrated in Rivers state. It is unacceptable and embarrassing to our great party that public funds are hopelessly mismanaged. As a result these questions must be answered by the Rivers state government;
“Where is the aircraft purportedly bought with Rivers state fund and tax payers money? Where have the billions of naira taken from the coffers of the Rivers state government gone to and for what purpose was it appropriated and where is it diverted?
“The government of Rivers state, led by Rt. Hon Rotimi Amaechi, owes a public explanation to the entire people of Rivers state and the PDP in particular as to the true owners of the Bombardier BD 700. They should also explain the identity and the role played by the Bank of Utah of the USA in the purchase of the aircraft and the identity of the owners of the said company to be unveiled”, Obuah said.
Pilot violated rules – NAMA
The management of the Nigerian Airspace Management Agency (NAMA) yesterday insisted that the pilot of the Governor Chibuike Amaechi’s controversial plane presently grounded for violating operating rules at Akure airport acted against international standard.
The development came even as the rumour filtered into the industry yesterday evening that aviation authorities have fined Governor Amaechi for allowing the aircraft to operate illegally in the country since its particulars expired.
In a statement issued yesterday evening by the General Manager, public affairs in NAMA, Supo Atobatele, the agency confirmed again that, it was mandatory for all non-scheduled operators (charter flights) to submit manifest before given clearance at departing airport.
According to NAMA; “The manifest must be submitted six hours before departure and this is well known to the operators in this category.
“This is in addition to other requirements like formal request or application on the basis of which a clearance number is given to the operator.
“Demanding for such details from the crew of Bombardier-700 Global Express last weekend at Akure Airport was in order.
“The pilot of the said aircraft marked N565RS failed to fill the passengers’ manifest form on time until he was given a waiver to put the names on NAMA’s signal form.”
When reached for comments Monday evening, the Chief Press Secretary to Governor Amaechi, David Iyofor, said the state’s Commissioner for Information and Communications, Mrs Ibim Semenitari, had on Sunday given an accurate response on the matter.
Semenitari had during an interactive session with journalists said the report alleging that the aircraft was defaulting came to her through the media, but that the state government had done all it had to fulfill in the process of acquiring the plane.
